Michael Showalter
Chief Executive Officer

As Chief Executive Officer, Michael leads Health e(fx) with a passion for serving customers.  An accomplished industry veteran, Michael is recognized for his senior leadership experience and successful track record for growth for both healthcare startups and large organizations. Internally, Michael promotes a disciplined, customer-centric culture of integrity, responsibility, and focus across the organization.

His diverse and challenging experiences have given Michael a broad, holistic view of customer needs within the healthcare industry. As a change agent, he has a proven track record of creating growth for companies in the highly competitive and dynamic healthcare space.

While Chief Marketing Officer of Prime Therapeutics (a pharmacy benefits-management company), growth nearly doubled in just four years and customer satisfaction levels were industry-leading. As an executive leader, he participated in the strategic transition of CIGNA HealthCare, resulting in sector-leading organic membership growth for three years. In addition, he supported the development of the first CDHC plan for Definity Health (a United Healthcare company), making it the fastest-growing health plan in U.S. history. And, as a managed care consultant for eBenX and Watson Wyatt Worldwide, he counseled Fortune 500 companies on the design, financing, and implementation of private healthcare exchanges.

Michael is a founding board member of the National Business Group on Health’s Institute on Health Care Costs and Solutions and is a founding sponsor of the Global Knowledge Exchange Network, an organization that works to identify and promote global adoption of promising health system models. He also served on the Board of Directors for the Upper Midwest Chapter of the National MS Society.

Allison Manno, CHRS

As a co-founder and PrincipalAllison brings an in-depth understanding of the significant compliance responsibilities the ACA creates for employers. With firsthand compliance experience as a global HR leader, she is passionate about making state and federal compliance easier for HR teams across the country. Listed by Employee Benefit Adviser as one of 2016’s 25 Most Influential Women in Benefit Advising, Allison is a recognized healthcare reform expert and HR thought leader.

In addition to more than 25 years of leadership expertise in human resources, employee health benefits, insurance, and finance, Allison has been a member of numerous governmental associations and involved in the ongoing review of legislative processes, federal agency guidance, and the ACA and its impacts on large employer compliance.

She regularly provides expert witness on employer impacts of ACA legislation, including directly with the White House administration, HHS, IRS, Treasury, and members of Congress. As an industry advisor, Allison is informed at the earliest stages regarding proposed health insurance exchange design, development, and modifications.

Prior to Health e(fx), Allison led international HR functions at a 65,000-employee public company and had direct responsibility for employee benefits, payroll, and annual operating budgets in excess of $50M.

Allison holds the CHRS designation and a B.B.A. in accounting and political science from James Madison University.

Scott Freberg
Executive Vice President, Technology

As Executive Vice President of Technology, Scott is responsible for the Health e(fx) technology platform and all software engineering disciplines that drive and support enhancements to the market leading solution.

Scott is a healthcare technology veteran with over twenty years of experience building highly scaled technology solutions across the healthcare continuum for commercial and public sector customers. Scott has broad experience spanning IT, including solution design, development, quality assurance, support, strategic planning, portfolio management, and process improvement. Scott’s passion is applying technology to solve customers’ most pressing needs, leveraging industry best practices to drive innovative solutions and world class service.

Prior to Health e(fx), Scott held a variety of leadership roles at Optum and UnitedHealthcare, with a focus on new product development, strategic portfolio management, and technology integration. Earlier in Scott’s career, he was a management consultant with Andersen Consulting, focused on helping clients improve performance and predictability in their software development methodologies.

Scott earned a Master of Business Administration and a Bachelor of Mechanical Engineering degree from the University of Minnesota. He also holds certificates in agile development and ITIL service management.

Tom Hoffman
Executive Vice President,

As Executive Vice President of Operations, Tom is responsible for client service throughout the customer lifecycle including client implementations, employer account management, annual form production, annual IRS transmittal, and ongoing client support.  

Tom brings a valuable blend of client-facing and operational leadership expertise to Health e(fx). His broad healthcare industry experience includes leadership roles supporting national accounts, consumer-directed health plan product design and operations, and clinical program strategy.

Prior to joining Health e(fx), Tom worked at Prime Therapeutics, where, as the VP and General Manager of the Health Insurance Marketplace, he led the operations, technology, market, and client strategy build for Prime’s highly successful 2014 exchange-based benefits launch. Tom also served as Vice President of Client Operations for the national accounts segment of United Healthcare’s central region. His roles there also included program leadership for OptumHealthand account management strategy for the integration of United Healthcare and Definity Health. Tom has also held roles at Accenture and Deloitte Consulting.  

Tom earned a Bachelor of Science degree in Industrial Engineering from the University of Illinois and a Master of Business Administration from the University of Michigan.  

Cherie Coenen
Executive Vice President, Compliance and Human Resources

Cherie, Executive Vice President, Compliance and Human Resources, is a strategic HR leader and savvy business professional with a breadth of experience across multiple HR disciplines, which she uses to help us shape our Health e(fx) offerings for the better. During her 15-plus years in HR and management, she has led diverse, high profile initiatives in the areas of system implementation, training, performance management, employee relations, benefits, compensation, talent acquisition, organizational design, change management, and compliance.

Prior to Health e(fx), Cherie held leadership roles within a variety of fast-changing and competitive industries, including manufacturing, retail, and insurance. She holds a B.A. in human resource management from Concordia University in St. Paul, Minnesota.

Kyle Jennifer Scott

Kyle is a healthcare compliance professional with 25-plus years of healthcare experience, who is passionate about healthcare compliance.

Prior to Health e(fx), Kyle held leadership roles within managed healthcare in operations, analytics, technology, quality, data integrity, product management, process improvement, and corporate compliance. While employed at UnitedHealth Group and Optum, Kyle trained and consulted with large employers, brokers and financial partners to unravel complexity and simplify implementation and management of High Deductible Health Plans and Health Savings Accounts. 

Kyle earned her Juris Doctor, Cum Laude, from Hamline University School of Law and her BA in Psychology from Purdue University.  Kyle is Certified in Healthcare Compliance (CHC), holds a Certified Health Reform Specialist (CHRS) designation, and achieved certificates in Management Information Systems, Health Law, and Human Resources Compliance.  Kyle also serves her community as a Commissioner on the Golden Valley Minnesota Human Rights Commission.

Jenna Elving
Assistant Vice President, Marketing and Communications

As head of the Marketing and Product team, Jenna brings over 15 years of B2B marketing leadership experience in healthcare. Jenna has developed the brand platform for Health e(fx) and spearheads the marketing and product development initiatives.

Jenna is passionate about understanding client needs and delivering innovative solutions to customers’ complex market problems. She brings deep expertise in healthcare product marketing and development. Her experience includes leading the development and management of cross-functional product development processes, go-to-market strategies for various healthcare and technology products, and development of product brand and communications strategies.

Formerly the leader of Prime Therapeutics B2B Marketing department, Jenna led the marketing go-to-market work stream for the launch of Prime Therapeutics’ partnership with Walgreens (now AllianceRxWalgreens Prime). She also led the marketing and communications efforts for major Blue Cross and Blue Shield Plan pharmacy/benefit implementations.

Jenna has a bachelor’s degree from Hamline University in St. Paul, MN.

Michelle Tressel
Assistant Vice President, Sales and Strategic Partner Accounts

As Assistant Vice President of Sales and Strategic Partner Accounts, Michelle leads business development efforts and strategic partner relationships for Health e(fx). As an experienced and strategic leader, Michelle brings more than 18 years of diverse industry experience serving in roles that span the continuum of the sales cycle.

Michelle is a consummate connector who leverages her extensive background to deliver elegant client solutions to complex problems in highly regulated environments.  

Prior to Health e(fx), Michelle held leadership roles at financial services firms including Nuveen Investments, Parametric Portfolio Associates, and Morgan Stanley. Michelle has served as an adjunct professor of Finance at Stetson University and began her career in the Audit and Advisory business at EY.

Michelle earned a Master of Science in Accountancy from University of Notre Dame and a Bachelor of Business Administration in Finance from Stetson University.
